The STL → Cura route is absolutely standard. My friend Morena 3d-prints Cookie Cutters, and they can vary from simple outlines to complicated ones with top presses to indent patterns. That license DID recently become more restrictive, but I agree that the restrictions probably won't harm you, and anyway, you can apply for a entrepeneur's license, which is what I did, which grants you a full license renewable every year) So can, for example, Fusion 360 (which as mentioned above has a license for home use. You want to start with an outline that represents the shape of the object, and end up with a 3d model suitable for printing that is a bit like this? TinkerCAD can almost surely do this. If I'm understanding you correctly, you want to make something like this, but with your own shape. I don't know that much about tinkercad, but you can *probably* do what you want with it, if I understand your question. I think OP is using "cookie cutter" type implements to cut clay, not cookies, based on my understanding of the question.
